Capitola Wharf Resiliency Project

Description:

  • Phase 1 of the Wharf Resiliency and Public Access Improvement Project was completed in 2021. The project repaired the steel piles at the head of the wharf, by encasing them in a new host pipe and backfilling the entire pile with slurry; and repaired the wharf structure underneath the wharf buildings.

  • Design – Phase 2 of the Wharf Resiliency and Public Access Improvement Project incorporated storm damage repair into the design.

Grand Opening Celebration: Wednesday, September 25 at 2:30 P.M.

  • The City is excited for the Wharf Grand Opening Celebration! A press release announcing this event can be found below under Supporting Documents. In summary, the event begins with formal speakers; food-trucks, a beer garden, and live-music will follow. 

  • City staff anticipates that the Wharf will be open to the public on a rolling basis before the Grand Opening date, however, that is dependent on continued smaller-scale construction and the installation of additional items. 

Project & Capitola Wharf Basics:

  • Construction began on the Wharf on September 25, 2023 and will last through August 2024. The project involves repairs to the storm damaged sections of the wharf, new decking, new railing, repairs and replacement to 148 piles, utility repairs and replacement and the installation of permanent public restrooms. Work activities including site preparation and staging of materials and equipment began the week of September 18, 2023. 
  • In June, the City entered a short-term lease with Boat and Bait for temporary services through 2025. Our Community Development Department is leading the long-term Wharf visioning project, which should begin later this summer.

  • The long-term future of the Wharf (whether that means structures, businesses, or anything else) will depend on community input and Council decisions.

Construction: 

  • Work hours: General work hours are M-F 7am-5pm. The noise generated from construction equipment (jackhammers, pile driving etc) will begin at 8am. Noise related to equipment being mobilized is permitted to start at 7am. The City is in regular communication with the contractor and there is a concerted effort being made to minimize noise before 8am. 
  • Parking:  Access to all of the existing driveways and garage spaces should remain open except in the instance that a vehicle or piece of construction equipment is being maneuvered to the site. All of the numbered city parking spots (401, 402, 403, 481, 482, 483) are posted “No Parking 5am Monday – 5pm Friday”. The parking spots closest to the wharf (404-413), including the sidewalk are taken for the entire project and will be blocked by construction fencing/cones. 

  • Construction Site Access: For the safety of the community, the construction site which includes the staging area at the base of the wharf, the wharf itself, and the area immediately underneath the wharf is closed to the public at all times. The portion of Wharf Road south of Cliff Drive/Stockton is closed to non-resident traffic. Please respect all signage and barriers.

  • Plaques & Benches: All plaques and benches will be removed and replaced as part of the project. An inventory of plaques was collected prior to the storm/project and the plaques will be replaced in a location as close to the previous location as possible.
