2025 Zoning Code Updates

In 2025, the City will consider amendments to Residential Multifamily (RM) subzones (Capitola Municipal Code Section 17.16 Residential Zoning Districts) and the rezoning of the existing RM subzones. 

The City will also draft amendments the Incentives for Community Benefits (Chapter 17.88) related to the redevelopment of the Capitola Mall and the Housing Element. 

Upcoming Changes to Multifamily Zoning Districts

The City is making updates to zoning rules for RM Multifamily districts as part of our ongoing efforts to support housing needs. This process began in 2024, and staff has been working closely with the community to shape these changes.

At a Planning Commission meeting on August 15, 2024, residents shared important feedback and concerns about the initial draft. In response, the Commission asked City staff to take a deeper look at the proposed amendments based on public input and site criteria.

Since then, the draft has evolved significantly. One of the biggest changes is a reduction in the number of RM housing opportunity areas—from 37 originally proposed areas down to just 7.

How can I participate? 

The City is hosting a Community Meeting on February 25, 2025, to update the Capitola Community on the latest draft updates and receive feedback. The Planning Commission will recieve an update on the draft amendments at the Monday, March 3, 2025, Planning Commission meeting.  The public is encouraged to attend and participate in the meetings.

Upcoming Changes to the Community Benefits (Chapter 17.88) related to the Capitola Mall

In 2025, the City will adopt amendments the Incentives for Community Benefits (Chapter 17.88) related to the redevelopment of the Capitola Mall and the Housing Element.  This webpage will be updated with information regarding public outreach and drafts documents once they become available.
