Affordable Housing Projects

The City partners with non-profit housing providers, local mobile home parks and other organizations to help provide various affordable housing opportunities intended to preserve, improve, and/or increase the supply of affordable housing within the City. These projects often utilize grant funding from state or federal agencies, as well as funds from the City of Capitola. The housing created or preserved is usually available to qualified households only, which may include low, very low, and/or moderate income households. Income limits differ depending upon the location, and information sources for each property are given below.  Some projects are reserved for specific clientele, such as the elderly, disabled persons, or families with children.

MOBILE HOME PARKS AND HOMEOWNERSHIP UNITS WITH AFFORDABILITY

CASTLE MOBILE HOME ESTATES is a 108-space affordable mobile home park at 1099 38th Avenue, Capitola, CA 95062.  It is owned by Millenium Housing Corporation, a non-profit agency.  Buyers purchase a mobile home unit and pay affordable space rents to Millenium.   Castle Mobile Home Estates is open to all ages.  All households must earn less than very low, low or moderate income for Santa Cruz County.  For-sale units are sold through traditional real estate listings, and can be found in online when available.  More information is listed under “Communities” at the Millennium website.  https://www.millenniumhousing.net/.  Contact: Phone 831-475-7334 or email castlemobileestates@gmail.com.

LOMA VISTA ESTATES MOBILE HOME PARK is a 90-space affordable mobile home park at 4225 Clares Street, Capitola, CA 95010.  It is a resident-owned affordable cooperative. Residents own the mobile home in their space, as well as a share in the cooperative. All residents pay affordable space rent to the Loma Vista Homeowners’ Association.  Loma Visa is limited to households 55 years or older. WHARF ROAD MANOR MOBIILE HOME PARK is a 36-space affordable mobile home park at 2155 Wharf Road, Capitola, CA 95010.  It is a resident-owned affordable cooperative. Buyers purchase a unit and own a share in the cooperative. All residents pay affordable space rent to the Wharf Road Manor Homeowners’ Association.  Wharf Road Manor Park is open to households of all ages.  All households must earn less than median income for Santa Cruz County. TURNER LANE MOBILEHOME PARK is a 79-space subdivided mobile home park at 920 Capitola Avenue with seven affordable units. The land for each space is owned by the resident households rather than rented.  The affordable units must be sold to qualified households earning under moderate income (120% of median) for Santa Cruz County, who will live in the unit as their principal residence.  The affordable units are sold through traditional real estate listings, and can be found in online when available.  Turner Lane is managed by De Camara Property Management, for more information go to https://decamaramanagement.com/, or call 831-688-0500.

HABITAT FOR HUMANITY at 38TH & BROMMER is a subdivision of six affordable single-family homes built in 1999/2000. Buyers must earn under 50% Santa Cruz County median income. Habitat announces sales and performs income verification on buyers. CAPITOLA BEACH VILLAS at 1099 41st Avenue is a 59-unit condominium complex developed in 2008 with eight affordable homeownership studio or one-bedroom units, created through the City’s Inclusionary Ordinance. Qualified purchasing household must earn less than 120% of median income for Santa Cruz County, and may not have assets more than 1.5 times the income limit, excluding up to $500,000 in qualified retirement plans.  The purchase price is established by the City of Capitola to be affordable to qualified households. Inclusionary units are sold using traditional real estate methods, and can be found online or through a realtor when available.   Current income and asset limits for Inclusionary units can be obtained by contacting the City at 831-475-7300.

OTHER INCLUSIONARY UNITS in Capitola include four additional single-family or townhouse homes in various locations.  Purchasing household must earn less than 120% of median income for Santa Cruz County, and may not have assets more than 1.5 times the income limit, excluding up to $500,000 in qualified retirement plans.  The purchase price is established by the City of Capitola to be affordable to qualified households   Inclusionary units are sold using traditional real estate methods, and can be found online or through a realtor when available.  Current income and asset limits for Inclusionary units can be obtained by contacting the City at 831-475-7300.

 

AFFORDABLE RENTAL OPPORTUNITIES

BAY AVENUE SENIOR APARTMENTS is a 109-unit affordable apartment complex at 750 Bay Avenue.  These apartments were built in 1978 and were renovated in 2006 with federal, state and local funds, including from the City of Capitola.  Units are restricted to seniors only.  It is managed by the John Stewart Company, and has an onsite manager. THE DAKOTA APARTMENTS is a 24-unit affordable accessible rental apartment complex at 3245 Clares St., Capitola, CA 95010.There are 19 one-bedroom units and 5 two-bedroom.  The City of Capitola donated the land for these apartments in 1997 to Accessible Space, Inc., and they used federal, state and local funds for construction.  All units must be rented to households earning between 50% and 60% of median income for Santa Cruz County, who have mobility impairments, traumatic brain injury and/or severe physical disabilities, consistent with definitions under the HUD 811 program.  There is an on-site caretaker who can be contacted at 831-462-0642, or call 800-466-7722.  More information at:  http://www.accessiblespace.org/dakota-apartments
