The Memoranda of Understanding (MOUs) detail the agreement between the City and the various bargaining units on matters concerning wages, benefits, and other terms and conditions of employment for employees represented by the bargaining unit/employee association.

Compensation Plans:
The following compensation plans establish compensation, benefits, and terms and conditions of employment for Department Heads (Cheif of Police, Community Development Director, Community Services & Recreation Director, Finance Director, and Public Works Director). These positions serve at the pleasure of the City Manager, are exempt from the Fair Labor Standards Act, and are at-will employees.
The City Manager serves at the pleasure of the City Council and is an at-will employee.
