Capitola Wharf Long-term Use and Development Plan

The City of Capitola is excited to announce the development of the Capitola Wharf Long-Term Use and Development Plan. This initiative aims to shape the future of the Wharf with input from our community members through an extensive public outreach and participation process.

 

Project Overview

The City has engaged a local architecture firm to develop five conceptual plans for the Wharf. These designs are being created with consideration for various uses and improvements. Public input on these conceptual plans will be sought in March and April 2025.

Community Engagement Opportunities

To ensure broad participation, the City will host both in-person and virtual community meetings to discuss the conceptual plans. Additionally, a public survey will be circulated to gather feedback on the proposed alternatives. Your insights will play a critical role in shaping the future of the Wharf. We encourage all interested parties to participate in this process. Capitola's Boards and Commissions, as well as the BIA and CWEP will also provide feedback on the initial concepts during their regularly scheduled meetings in March or April.

Conceptual Plan Alternatives

The five alternatives to be considered include:

1. Open Space

  • Wharf with no leased space.

2. Fishing Concession and Public Realm Improvements

  • A single, consolidated weatherproof structure for fishing concession.
  • Additional public restrooms at the head of the Wharf.
  • Public gathering infrastructure for special events.
  • Lifeguard station with Personal Rescue Water Craft (PRWC).

3. Mobile Structures

  • Designated spaces for mobile structures for fishing, food, and beverage.
  • Additional public restrooms at the head of the Wharf.
  • Public gathering infrastructure for special events and dining.
  • Mobile structures can be removed during large storm events.
  • Lifeguard station with Personal Rescue Water Craft (PRWC).

4. All-Weather, Small Accessory Structures

  • All-weather, small accessory structures for fishing, food, and beverage.
  • Additional public restrooms at the head of the Wharf.
  • Public gathering infrastructure for special events and dining.
  • Lifeguard station with Personal Rescue Water Craft (PRWC).

5. Permanent Structures

  • Permanent structures for fishing, food, beverage, and other potential uses.
  • Additional public restrooms at the head of the Wharf.
  • Possible public gathering space if adequate area is available.
  • Lifeguard station with Personal Rescue Water Craft (PRWC).

Next Steps

In late spring, the design team will present the findings from public outreach to the Capitola City Council. The Council will evaluate the public feedback alongside other factors such as cost and project duration to select a preferred alternative.

The final development design plans will include:

  • A site plan.
  • Description of uses and programmed areas.
  • 360-degree conceptual elevations and renderings.
  • Cost estimates.
  • Overview of applicable permits and CEQA requirements.

The City Council is expected to adopt the final plan in the summer of 2025.
