What is a Building Permit?
A building permit is your formal permission to begin construction. It means that plans for any new structure, addition or renovation have been reviewed by the municipality, for compliance with the Capitola Building Code, the local zoning bylaw and any other applicable laws and regulations.
Why are Building Permits Required?
Building permits are necessary to ensure that zoning requirements, fire and structural safety standards and other building standards are met, primarily for health and safety reasons. It is the homeowners responsibility to ensure that a building permit is obtained when required.
Through the use of building permits, a municipality can regulate the types of construction in the community and promote the use of proper building standards. The building permit process protects the individual's interests as well as those of the community at large, and provides for the erection of safe and sound structures, in accordance with the Capitola Building Code.
The following is a list of typical projects that require a permit:
- rot repairs
- excavating or constructing a foundation
- damp-proofing basements
- repairs to masonry
- furnace replacements
- major duct work changes
- new fireplaces
- installation or changes to plumbing
- installation or changes to air conditioning systems
- sheds greater than 80sq. ft.
- decks regardless of height
- sunrooms
- solariums
- carports
- attached or detached garages
- dormers
- structural alteration to windows or doors
- adding or removing most walls
- replacement of roofing
- material alterations, additions or repairs to a building
- additions
- temporary buildings, mobile homes or pre-fab structures
- construction of any new building or structure on your property
- renovation or converting an existing building (change of use and occupancy)
- installation or removal of swimming pools and hard wired spas and hot tubs
When considering any kind of construction on your property it is a good idea to discuss your plans with local building staff first. This will assist you to become aware of other permits or approvals you might need, such as demolition permits, minor variances and electrical permits.
If you are not sure whether you need a permit or not, simply call the Building Department and ask. Either you will get an answer on the telephone, or a building inspector may visit your site in order to advise you about what is required.
The City of Capitola Building Department has a one permit system which means your building permit includes building, mechanical, plumbing and site drainage work. Zoning By-law compliance and site plan approval (where applicable) are also part of the permit process. Other types of permits issued include sign permits, change of use, moving of large loads, demolition, swimming pools and hot tubs.
