City Council Vacancy and Appointment Process
On Friday, January 3, 2025, Yvette Brooks announced her resignation from the Capitola City Council.
On January 9, the City Council voted unanimously to fill the vacancy (in accordance with Government Code 36512) by appointment rather than a special election, avoiding an estimated cost of approximately $50,000 to Capitola taxpayers.
On January 16th, the City Council held a special meeting to receive a status update on the appointment process. Following public feedback, the Council decided to open an application period for one week. Applications will be reviewed at the regular City Council meeting on January 30th at 6:00 PM. The meeting will be televised through Community Television and available on Youtube. More information about how members of the public may participate in this meeting can be found in the meeting agenda, which will be published at least 72 hours in advance of the meeting.

Capitola residents who are registered voters and 18 years or older are invited to apply to serve on the City Council until December 2026. This is an exciting opportunity to make a difference in your community!
Appointment Process
Residents interested in applying to be appointed to City Council can find an application at the link below. Applications must be submitted online or in person by the deadline of January 23, 2025, to the City Clerk’s Office by 5:00 PM.
The City Council will review applications, deliberate, and make a decision during the regular meeting on January 30th. Applicants must attend the meeting in person. The candidate who is selected will be sworn in during the meeting, and will commence Council Member responsibilities immediately after their swearing-in.
Responsibilities and Compensation of Council Members
Capitola City Council Members attend two regular Council meetings per month, typically on the second and fourth Thursdays at 6:00 PM. They are also appointed to serve on regional boards, commissions, and subcommittees that typically meet once a month. Council Members receive a monthly stipend of $660 for their service.
