On November 6, 2019, the Capitola City Council adopted a urgency ordinance intended to bridge the gap until California's Tenant Protection Act of 2019 takes effect. The full ordinance may be viewed below.

The Capitola City Council adopted two new ordinances at its September 26, 2019, meeting. Ordinance No.1032 will increase City Council compensation from $500 a month to $600 monthly after the 2020 municipal elections. Ordinance No. 1033 sets the standards for development agreements between the City and private developers undertaking large projects.
